Flood vulnerability characteristics considering environmental justice and urban disaster prevention plan in Seoul, Korea

This study aimed to evaluate environmental injustice and analyze flood vulnerability characteristics in consideration of justice urban disaster prevention planning. We investigated various physical non-physical factors prevent flooding applied them the development process Seoul from an perspective. Flood risk areas were identified, damage data 2000 2018 collected. Furthermore, a panel analysis was performed final model selected. The found be detached houses having basements, aged houses, land area for public assistance recipients, population 65 years or above, which had impact 8.323, 3.781, -2.877, 3.257, 2.637, respectively. results indicate that not only socially vulnerable lacked ability respond floods, but buildings with poor residential environments also suffered damage. implies there socioeconomically disproportionate exposure (termed as injustice) planning development. Our can contribute qualitatively quantitatively preparing plan based on paradigm.
